Hampton Oak, a developer and land promoter seeks your views on a proposal for residential development on land to the north of Fentonhouse Lane, Wheaton Aston. The proposals include a mix of 46 homes, including bungalows as well as public open space. Please take your time to review the proposals and give us your views via the feedback section of this website. We really value your thoughts and we are keen to understand your ideas or issues that we should take into account before we submit our application to the District Council.
SITE LOCATION & CONTEXT
The site lies immediately adjacent to the north western edge of the settlement boundary of Wheaton Aston. It is broadly rectangular in plan extending to circa 1.9 hectares (4.8 acres). It comprises two adjoining parcels of approximately equal size separated by a central hedgerow. St. Mary’s C of E First school lies to the north east, whilst the houses fronting Fentonhouse Lane are located to the south east.
A SUSTAINABLE LOCATION
The site is well located for residential development, offering convenient pedestrian and cycle access to the village’s existing facilities and amenities, as well as sustainable bus connections to destinations including Stafford and Penkridge. In addition, a public footpath runs along the south-western boundary of the site, linking Fentonhouse Lane with Marston Road.
PLANNING BACKGROUND
The site has been previously promoted for housing development through the local plan. The forthcoming application aims to respond to the district’s lack of deliverable housing sites and the pressing need to provide more homes as soon as possible.
OUR PROPOSALS
WHAT IS BEING PROPOSED?
Hampton Oak is preparing an outline planning application for this site.
An outline planning application establishes the broad principles of development, such as the number and mix of new homes, open spaces, access arrangements and design principles. If approved, subsequent reserved matters applications will be submitted providing further detail in respect of the design of homes and landscaping.

HOMES
The outline proposal includes the construction of approximately 46 new dwellings, including provision of affordable homes in line with South Staffordshire District Council policy. This will make a substantial contribution to addressing identified local housing needs.
A range of housing types, sizes and tenures will ensure the creation of a balanced and cohesive community that is representative of the local population. It is understood that there is a need for smaller homes including bungalows that would suit first time buyers or downsizers who want to remain or return to the village.

ACCESS
The development is proposed to be served from a single vehicular point of access from Fentonhouse Lane. The access solution is informed by a traffic flow/speed survey which shows that traffic speeds and frequency of movements are low. The proposed layout will ensure safe design speeds allowing for the safe and sustainable integration of development traffic with the existing network.

BIODIVERSITY
An Ecological Impact Assessment (EcIA) is being produced to accompany our planning application. The scheme has been designed so that the removal of trees that contain suitability for potential roosting bats has been avoided. Appropriate mitigation measures will be recommended within the EcIA report to ensure that the development protects and enhances biodiversity within the site including sensitive lighting, precautionary ecologically supervised works, new native planting, and the inclusion of bat and bird boxes within new residential dwellings.

OPEN SPACES
A substantial green infrastructure network is proposed throughout the site to ensure people have an accessible space to meet, exercise, relax and play. The proposal creates a series of green corridors to facilitate pedestrian movements around and through the site.
All existing hedgerows and trees around the site will be retained where possible. There will also be new tree and hedgerow planting throughout the development to soften the transition between the village and the open countryside.

FLOOD RISK & DRAINAGE
The planning application will be supported by a Flood Risk Assessment to consider flood risk from all sources and to ensure development does not increase flood risk elsewhere. A drainage strategy will also be prepared, detailing how surface water from the site will be successfully controlled.
The development will utilise a Sustainable Drainage System (SuDS) to deal with surface water. This will include a new attenuation pond in the north western area of the site. The location of the pond has been determined by site topography and represents a low point in the immediate area. This has been designed to make allowance for storm events up to the 1 in 100 year return period plus an appropriate allowance for climate change.
